TL; DR: A rogue government within the Clan begins to persecute all who have inter-Clan relationships.
With the deterioration of the warrior code and the new rogue groups that seemed to pop out to menace the Clans every moon, some cats may sat that StarClan has abandoned them. However, some believe that in order to conquer the forces of chaos, order had to be restored, meaning that the warrior code had to be followed stricter than before.
One of these cats, Frozenshard, of WestClan follows this ideal like a zealot. He harbors hate against those who have other-clan relationships, believing them to be the parasite that's sucking out the lifeblood of the land.
Frozenshard puts himself as the head of the Defenders, a group within the Clans he made up to cleanse the land. He and his defenders, ironically, do not only consist of WestClanners, but of all the other groups as well. He believes this is only a temporary measure until he gets rid of all those who befoul the warrior code.
Each Clan with have a court sort of structure later on, if the leaders allow for it, but because of the smaller amount of cats, there will be a central location to conduct all trials for the guilty. There are three judges who vote on majority to see if the cats are guilty of the crimes against the code. If they are, they will be punished.
Procedures for each of the guilty in court are as follows:
I. Judges and Guilty take place in their respective areas.
II. One judge provides reads off an argument against the Guilty, and another judge reads off an argument for the guilty.
III. Judges take a vote.
